Serbian Community Centre WA Inc. invites suitably qualified and experienced commercial cleaning companies to submit a quotation for the provision of ongoing cleaning services at our community and event venue in Maddington.
The Centre is a large multipurpose facility hosting community activities, private functions, cultural programs and events, with a licensed indoor capacity of up to 700 persons.
Scope of Services
The successful contractor will be required to provide reliable and professional cleaning services that may include:
- Routine scheduled cleaning
- Pre-event and post-event cleaning
- Cleaning during larger events where requested
- Main hall and function areas
- Toilets and amenities
- Kitchen and servery areas
- Bar and service areas
- Offices and meeting rooms
- Foyers, entrances and internal common areas
- Verandas, patios and outdoor areas
- Car parking areas when utilised by events
- Waste collection, bagging and removal from all cleaned areas
- Transfer of ordinary waste to the Centre’s designated waste and recycling bins
- Management of event-generated waste and excess waste where required
- Periodic and deep cleaning as required
Outdoor Areas, Car Parking and Waste
Where outdoor areas or car parking areas are used or materially affected by an event, ordinary cleaning of those areas will form part of the relevant event clean.
This includes collection of ordinary event-related litter such as bottles, cans, cups, food packaging, serviettes, cigarette litter and similar debris.
Tenderers should therefore incorporate ordinary cleaning of utilised outdoor and parking areas into their event-cleaning prices rather than treating these areas as a separate additional service.
As part of each contracted clean, the contractor will be responsible for collecting, securely bagging and removing ordinary waste from all areas included in the service and transferring that waste to the Centre’s designated general waste or recycling bins.
No separate charge will apply for ordinary waste collection, bagging or transfer to the Centre’s designated bins.
Where an event generates waste exceeding the reasonable capacity of the Centre’s available waste facilities, the contractor must notify an authorised Centre representative. Any additional off-site waste removal, additional commercial bins or specialist disposal must be quoted and approved in writing before an additional charge is incurred, except where immediate action is required for safety or legal compliance.
Hazardous waste, regulated waste, illegal dumping, specialist biohazard material, major contamination and other waste requiring specialist handling are outside ordinary cleaning and will be managed separately where required.
What We Are Looking For
The Centre is seeking a contractor that can demonstrate:
- Commercial cleaning experience, preferably involving event venues, community facilities, hospitality or similar premises
- Reliable staffing and supervision
- Capacity to respond to weekend and event-related cleaning requirements
- Appropriate WHS and chemical-management systems
- Current public liability and applicable workers compensation insurance
- Consistent quality assurance and inspection processes
- Transparent pricing with clearly identified inclusions and exclusions
- Ability to promptly rectify any cleaning deficiencies
Quotation Requirements
Interested companies will be provided with the Centre’s Cleaning Services Scope and Quotation Package, which sets out the detailed service requirements and pricing schedule.
Companies will be asked to provide:
- Business name and ABN
- Relevant commercial cleaning experience
- Proposed staffing and supervision arrangements
- Evidence of current insurance
- Commercial references
- Completed pricing schedule
- Any proposed exclusions or assumptions
- Confirmation of capacity to provide event and after-hours cleaning
A site inspection can be arranged and is strongly recommended before submitting a final quotation.
Selection Process
This is an open Request for Quotation.
Submissions will be assessed on overall value and suitability, including:
- Scope compliance and understanding – 25%
- Price and pricing transparency – 25%
- Relevant experience and references – 15%
- Staffing capacity and reliability – 15%
- WHS, insurance and chemical management – 10%
- Quality assurance and rectification arrangements – 10%
The lowest-priced quotation will not necessarily be selected.
Serbian Community Centre WA Inc. reserves the right to seek clarification, negotiate with one or more respondents, decline any submission, or decide not to appoint a contractor through this process.
